      <title>E-Invoicing Gets A Date: Britain's 2029 Mandate, Ukraine's First-Euro VAT, and a UAE Provider Deadline | International Tax Frontier #025</title>
<description>Thursday, 29 October 2026. Today: Britain's Budget of 28 October published an implementation roadmap for VAT e-invoicing from 1 April 2029 — the measure takes enabling powers only, with scope and exemptions left to regulations or an HMRC notice, full policy and technical design promised by April 2028, and HMRC acting as the UK Peppol Authority; a consultation on using structured invoice data for digital reporting runs to 20 January 2027 with no decision taken; marketplaces become liable for VAT on qualifying sales by UK businesses from October 2027, and low-value import consignments attract customs duty from October 2028. Ukraine's president signed Act 5025-IX on 22 October: from 1 July 2027 the 150-euro VAT exemption for goods bought through electronic interfaces goes, 20 per cent applies from the first euro, liability moves to the platform under a deemed-supplier model that reaches non-residents, a new 100,000-euro financial guarantee applies, and the 150-euro threshold survives for duty only. In the UAE, businesses with revenue of 50 million dirhams or more had to appoint an accredited e-invoicing provider by 30 October, with a 5,000 dirham monthly penalty, ahead of the 1 January 2027 start. India's FAST-DS 2026 window runs to 31 December: undisclosed assets up to ten million rupees bear 60 per cent in total, previously taxed assets up to fifty million rupees carry a fixed one million rupee fee, and the e-filing portal already shows CRS and FATCA data for 2022 to 2024. Indonesia's PMK 71 of 2026 cuts administrative sanctions by up to 100 per cent if the principal is paid by 31 December, falling to 50 and then 25 per cent, but only on application. Malaysia's 2027 budget releases incentives against KPIs under the New Incentive Framework, and taxes new Global Services Hub income at 5 per cent from 1 January 2027. China's tax administration published a nationwide penalty discretion benchmark on 28 September, effective 1 November: nine categories and sixty-six items, each with a fixed tier and amount; eight minor no-penalty items, including a platform's failure to report tax information; and a transitional rule favouring the taxpayer for cases still undecided.

<title>The Date Is In The Constitution: Brazil's CBS, Europe's Nicotine Excise Staircase, and UAE Top-Up Registration | International Tax Frontier #024</title>
<description>Wednesday, 28 October 2026. Today: Brazil's electoral court confirmed on 25 October that Lula won the run-off with 51.75 per cent, taking office on 5 January 2027. The CBS starts on 1 January 2027 and that date sits in Article 126 of the constitutional transitional provisions, so moving it needs a constitutional amendment; the selective tax should have been regulated by 2 October and was pushed back by the election; the federal audit court validates the CBS rate calculation by 30 October, the Senate sets the rate by 15 December, and existing PIS and Cofins credits must be booked by 31 December. The Irish presidency circulated revised tobacco excise compromise texts on 21 October, discussed by the Council's tax working party on 26 October, with finance ministers aiming for agreement at ECOFIN on 9 November: nicotine pouches enter the harmonised net at 10 per cent of retail price or 30 euros per kilogram in 2028 and 2029, 25 per cent or 50 euros in 2030 and 2031, and 50 per cent or 80 euros at full rate, while the minimum on cigarettes rises from 90 to 215 euros per thousand. Coreper approved the Council mandate on the 28th regime on 23 October, narrowing Article 79 on deferred taxation of employee stock options to small mid-caps under 750 employees and 150 million euros of turnover, preserving national anti-abuse, residence and exit tax rules. The UAE Federal Tax Authority published its qualified domestic minimum top-up tax guide on 26 October, covering scope, registration entity by entity, permanent establishments, joint ventures, flow-through and hybrid entities, and the information return. Nigeria's Interest on Late Payment of Tax Order applies from 1 October: naira liabilities at the monetary policy rate plus one point, foreign currency liabilities at SOFR plus six.

<title>Register, Or Lose Reach: Kazakhstan's Digital Services VAT, Thailand's Domestic Withholding Cut, and the Havens That Won Pillar Two | International Tax Frontier #023</title>
<description>Tuesday, 27 October 2026. Today: Thailand's Ministerial Regulation No. 402, signed on 1 October and gazetted on 9 October, cuts withholding to 1 per cent on seven categories of payment — service fees and commissions, rights payments, rent, freelance and contracting income, prizes, performance fees, and other service charges — for payments made between 1 January 2026 and 31 December 2027, but only where the tax is actually remitted through e-Withholding Tax; filing online is not enough. Royal Decree No. 808, gazetted on 12 October, adds a 100 per cent deduction for spending in 2026 and 2027 on e-tax invoice, e-receipt and e-payment systems. In Saudi Arabia, ZATCA published in October a user manual for the annual economic substance disclosure that regional headquarters must file — the form went live in August — covering governance, people, activities and financials, with penalties of 100,000 riyals and 400,000 for repeat breaches, and a deadline of 31 December 2026 for the first Riyadh cycle. Kazakhstan's State Revenue Committee reports that Pinduoduo paid 6.8 billion tenge and Anthropic 1.2 billion after desk audits. The tax is the digital services VAT in force since 1 January 2022: a foreign platform selling goods or electronic services to Kazakh consumers must register — a conditional registration by letter, with no local entity needed — and pay 12 per cent, raised to 16 per cent under the new code from 2026. The committee matches residents' payments against declared sales; access to the UK-registered marketplace Farfetch was restricted after it did not comply. The Netherlands enacted the first stage of VAT in the digital age, published in the Staatsblad on 19 October, in force on 1 January 2027 with the substantive changes — an expanded One Stop Shop, a transfer-of-own-goods scheme and a mandatory local reverse charge — landing on 1 July 2028. Belgium's parliament adopted the law transposing DAC9 and moved the domestic top-up tax return from eleven to fifteen months, taking a year ending 31 December 2025 from 30 November 2026 to 31 March 2027. And the Financial Times reported on 26 October that Guernsey expects 88 million pounds of Pillar Two revenue for 2025 against 48 million of total corporate tax a year earlier, with Bermuda lifting its first-year estimate to 291 million dollars.

<title>The Relief Stays, The Settlement Moves: Hungary Taxes Its Largest, Poland Retires Its Zones, and France Ratifies the GloBE Exchange | International Tax Frontier #022</title>
<description>Monday, 26 October 2026. Today: Hungary's government presented its 2027 budget on 19 October — companies with annual turnover above 180 billion forint, roughly 496 million euros, would see their effective corporate tax burden rise from 9 to about 11 per cent, with the innovation contribution at 0.5 per cent, together raising 260 billion forint, offset by cutting personal income tax on minimum-wage earnings from 15 to 9 per cent and doubling family allowances, alongside a wealth tax of 1 per cent above 1 billion forint and 1.5 per cent above 100 billion. Poland's permit-based special economic zone regime ends on 31 December 2026 and existing permits do not convert automatically; the lower house has passed a Polish Investment Zone reform stretching support decisions from 10–15 years to 15–20 depending on location, with the Senate yet to vote, and the interaction with Pillar Two unresolved — where zone relief pushes a group's effective rate below 15 per cent, top-up tax can take part of the benefit back. Malaysia's Inland Revenue Board said on 21 October that its e-invoice platform has received more than 2.09 billion invoices from over 269,000 taxpayers, with an analytics layer profiling the taxpayer at submission, and a penalty waiver under the special voluntary disclosure programme running to 31 December 2027. On 19 October the OECD released its compilation of 2026 peer review reports on country-by-country reporting: 142 jurisdictions covered, 19 with a general recommendation, 25 with specific improvement recommendations, 110 with competent authority agreements and 94 showing measures for appropriate use. France ratified the multilateral competent authority agreement on the exchange of GloBE information by Law No. 2026-963 of 19 October, gazetted the next day, letting a group designate a single entity to file for all of them — an entity that may sit in a state with which France has concluded an exchange agreement. Spain's Order HAC/1028/2026 took effect on 6 October, fixing business-to-business e-invoicing from 6 October 2027 for businesses above 8 million euros of turnover, 6 October 2028 for everyone else and 6 October 2029 for status reporting by individuals and income-attribution entities. And in China, a tax answer published on 22 October confirms that the VAT base for export refund, exemption and taxation is the actual free-on-board price of the goods, not the platform settlement amount.
